All modern cars have the negative terminal of the battery earthed. I'm not sure if this answers your question, it is so weirdly phrased.

Are you talking about the 12v secondary battery or the main 230v battery that drives the car? If the former, Stepshort is correct, if the latter, keep your distance!

i,e if i plug mu phone into the usb socket will it start charging the phone or would i need to turn on the ignition first. hope that makes it clearer
